Hunter Hellquist and The Warrior are the only ones who drop the Bee and the Leech, respectively. That is, unless you count Pete, but he has a chance to drop any/all Legendaries, so you'd probably still have a better chance with grinding for the gear you want against the first two options.The only other thing I can think of is to maybe raid the Treasure Room of the Pirate DLC over and over again until you come across what you're looking for, but even that would take a while.

Farming for Legendaries is like fishing; it's all about patience, because nothing is likely to happen immediately. For the most part, you have to be in it for the long haul to yield results. First, I'd like to apologize in being confused about the equipment you're looking for. I thought by 'Fire Bee', you meant a Bee shield that granted immunity to incendiary damage, not the grenade mod (although I should've thought of that, considering the subject of the post).' Suitable loot sources' include vending machines, the Golden Chest in Sanctuary, and generally anything you can open in the game that has a higher-than-normal chance at rare loot. A quick search informed me that the Fire Bee is as random a Legendary as you'll encounter, as it can literally be in any container in the game, but isn't dropped by any sort of enemy.
Apparently, it's something you just need to look for by opening stuff up. You're gonna have to deal with the capacity regardless of which The Bee you get, maybe there's a 5000-10000 bonus, but that's still barely anything, especially with the speed that enemies down you shields at. Some of the higher capacity shields still get drained pretty fast, with the exceptions of the Hoplite and the Fabled Tortoise. The best The Bees have 0 amp damage, and a relatively low recharge delay. Recharge speed doesn't matter much, assuming that you don't mind waiting a tiny bit longer after 5-8 seconds of being behind cover.I would look for a bee with a low recharge delay, as amp damage isn't as important as recharge delay; what does amp damage do when your shield can't even recharge? My The Bee has a five second recharge delay, which I consider great (as opposed to my Inflammable The Bee with a seven second recharge delay).
However, I still can't use it because of how fast I die when it's equipped. I prefer to use my The Sham shield with 94% bullet absorption chance (which totally screws me over when fighting in small sections of animals).TL;DR: don't go for a The Bee with higher capacity or really large amp damage, instead go for one with a 'relatively' low recharge delay (about 5-6 seconds). It is best to farm Pyro Pete though, as he has increased chance of dropping all legendaries, including mods, and has no specific items dropped (unlike Warrior or Terra) in his loot table.Master Gee takes a lot of time and Hyperius takes more time to farm, as he has multiple sources of shields from minions, his damage can't be reduced by using shields (as you can when solo-raiding Pete) and he DESTROYS shields and deals much much more damage than Pete.
Also in the long run, it takes much more time to run to Hyperius than Pete once you are at his bar.It is also possible to get it from Treasure Room, of course. But it might sometimes take more time to get there (if you don't have a lot of practice with it) than just killing Pete with Sandhawk + Bee combo.
